This is a metal Chatillon Scale and Tray. It is in good cosmetic condition as you can see from the included photos.
Measures approx. 32″ tall and 19″ across
Appears to be fairly accurate as well. This would be a cute addition to any home or store as a functional piece of decor.  Holder is bent slightly.
The face of the scale says: “John Chatillon & Sons, New York. Improved Spring Balance”. The bottom of the scale has the original Chatillon markings (see photos).
